Senior Engineer in Electromechanics and Energetics, Sylvie SIYAM is Co-founder and President of PROTEGE QV association, one of whose domains focuses on Information and Communication Technologies for Development (ICT4D). Actor in advocacy for better access to internet for all in Cameroon. Co-author of several researches and publications on digital rights and a better access to internet; Co-organiser of several trainings for the appropriation of ICTs and the safe use of the internet. Sylvie is also vice chair of the Association for Progressive Communication Board of directors. Finally, Expert in local development and decentralization, she has proven expertise in approaches to promoting female leadership and gender equality.
Her work includes:
- The development of an African Index on Internet Rights and Freedoms with researchers from six countries (Burundi, Cameroon, Congo, Ivory Coast, Senegal, Chad) and calculation of the Index for the year 2022.
- Contribution with a consortium of Civil Society Organisations including Global Partners Digital, Article 19, CIPESA, Center of Human Rights (University of Pretoria), to the development of an interactive tool LEXOTA that can serve as an information and advocacy tool to know the current state of legislation, regulation and practice of online freedom of expression in sub-Saharan Africa.
- Contribution to the research aiming to strengthening the legal, regulatory and institutional framework for an effective digital waste management in Cameroon;
- Research on policy and regulatory barriers and opportunities for community networks in Cameroon;
- Contribution to a research on Respecting digital rights while addressing COVID-19 in Cameroon
- Project manager for the organization of the awareness week on digital rights in Cameroon; Week during which, decision-makers, parliamentarians, students enrolled in the Master’s degree in Human Rights were made aware of the fact that human rights must be respected online and offline;
- Coordination of the training of journalists and civil society organizations in advocacy for respect for digital rights in Cameroon and capacity building activities on security and safety online.
